Legal regulations for eBikes

I was out on my Class 3 commuter eBike this morning, doing my usual 15-mile route to work, and it got me thinking about legal regulations. Specifically, how do the different class systems (Class 1, 2, 3) impact safety on shared paths or even roads? Do you find that the varying speed limits or motor assist cut-offs in different regions create confusion or potential hazards, especially when mixing with traditional cyclists or pedestrians?
